La decisión obedece, según el secretario de Hacienda Charles Livingston, a la necesidad de priorizar proyectos esenciales para la isla como obras de infraestructura, adecuación de la E.S.E Departamental y diversos planes sociales. “Para el 2023, San Andrés tenía proyectado recibir 1 millón 250 mil turistas. En estos momentos no tenemos la certeza de cuántos visitantes van a llegar. Eso definitivamente traerá un efecto negativo a los recaudos del departamento. Por concepto de tarjeta de turismo teníamos pronosticados 120 mil millones de pesos. Estamos estimando que para este año vamos a dejar de recaudar alrededor de 70 mil millones de pesos, un poco más de la mitad de lo presupuestado”, explicó el jefe de cartera. Livingston agregó que entre enero y febrero de este año, sólo se ha recaudado el 50% de dinero a comparación del periodo pasado. Es decir, en 2022, para los dos primeros meses del año, San Andrés contaba con un recaudo de 16 mil millones de pesos por concepto de tarjeta de turismo. En lo que respecta al primer bimestre del 2023, el departamento únicamente ha alcanzado 8 mil millones de pesos. “Esto nos indica que el departamento debe tomar todas las medidas necesaria. Se debe ajustar todos los proyectos y gastos para no llegar a fin de año debiendo honorarios y no contar con el dinero para pagarlos. Nosotros sabemos que cuando hay cese de pagos, podemos terminar en un proceso 550 que no es el deseo de ningún gobernante y mucho menos del pueblo de San Andrés”, explicó Livingston. En ese orden de ideas, la administración ‘Todos por un Nuevo Comienzo’ debe garantizar el uso eficiente de los recursos siendo una expresión de este cometido la racionalización en el gasto público. “Las medidas de austeridad que estamos tomando son para evitar que colapse la economía del departamento”, recalcó el secretario.
